The Office for Disparities Research and Workforce Diversity staff members require professional coaching services to develop and improve leadership skills within their respective areas of responsibility and group cohesion around the shared mission of the office. At present, all six staff members receive individual coaching and have participated in group coaching sessions provided by Strategic Partners Inc. (SPI). The coaching has resulted in improvements in productivity, collaborative work with a wide range of internal and external stakeholders, employee engagement and job satisfaction. The Office experienced a recent change in leadership and is currently led by an Acting Director and Acting Deputy Director. Another change in leadership is imminent once a permanent Office Director is hired. It is critical to continue the work with the current source (SPI) to support the staff during the understandably destabilizing conditions imposed by sequential changes in Office leadership. Working with SPI will provide continuity, which will help to maintain improvements in job performance and job satisfaction. It will help to sustain staff members’ individual investment in professional development and their collective investment in enhancing the value of the office to the mission of the Institute. Work with another source of coaching would be disruptive and would jeopardize the gains in professional development and effectiveness staff members have experienced during the past several months working with SPI.

Rationale/ Salient Characteristics
SPI currently provides NIH professional leadership coaching. In an effort by NIH to consolidate, create and standardize new organizational structures with the goal of achieving increased administrative efficiencies, NIH hired SPI as one of 12 coaching experts to support the Leadership Development Program; coached multiple teams supporting the leaders charged with leading/implementing change; coached three top-level executive leaders, focused on key enterprise-wide messaging and reshaping culture; designed and delivered leadership-development training program for middle managers; provided a broad range of change management consulting services including strategic planning; implementation and execution of strategy development and planning; conducted successful All-Hands meetings; successful planning; team facilitation; skills training for leading change. In addition, SPI has been supporting ODWD with individual coaching services since 2020. Building on the coaching partnerships established to date and for continuity as the Office now requires Team coaching is essential. Therefore this contractor is the best choice for the services required by ODWD.

Background/Description of Requirement
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below: • Seven hours of individual coaching provided to six team members • Three 2-hour group coaching meetings facilitated by executive coach • Customize agenda with team leader, create learning activities for three 2-hour group coaching meetings • Provide seven sets of training materials for team kick-off session • Provide one set of team lead materials to 2 designated individuals Bank of 6 hours to be used for project management and/or to integrate new members.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
