The purpose of this acquisition is to acquire the Mass-MetaSite software which is a fully automatic computational procedure for predicting the structure of the metabolites by a combination of a comparative interpretation of Mass Spectral data and MetaSite of Metabolism (SoM) Prediction. The Mass-MetaSite procedure is completely automated and does not require any user assistance. All of the work can be handled and submitted in a batch queue. The goal of this software is to interpret the mass spectral information obtained from metabolism studies already performed in DMPK lab, and extract the possible metabolites generated in those studies as well as propose structures that match the mass spectral data and fragments.

Single-Sole Source Determination
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Blue Tech Inc. is the only organization that fits the current lab's needs and any other software would be detrimental to the timeline and progress of the project. Blue Tech Inc. has the required software specifics and optimized parameters for this project.

In accordance with FAR part 10, the market research was conducted to reach this determination. Specifically, reviewed the results of recent (within the past 18-months) market research undertaken to meet similar or identical requirements. Therefore, only Blue Tech Inc. is capable of meeting the needs of this requirement.
Background/Description of Requirement
The goal of NCATS is the development of new therapies from bench to the patient, in that scenario, the DMPK laboratory offers the bridge for chemists that have new molecules to reach in vivo systems by providing ADME data. Without good ADME properties new molecules are likely to be unsuccessful in complex organisms, therefore the translation of chemical entities to therapeutic agents is dependent on the results provided by the DMPK laboratory. A useful information to the improvement of ADME properties of new molecules is the metabolite identification (MetID). It points out the metabolism soft spots of molecules therefore chemists have a guide on what needs to be optimized in a molecule in order for it to achieve better ADME properties. The MetID is currently done by the contracting of experienced and expensive CROs, the cost barrier limits the number of compounds the group can send out for identification. At NCATS we have a Waters Synapt G2-S QTOF that is able to operate in the Mse mode. That system is ready to produce high resolution full scan data with fragment information for every known and unknown compounds in the sample. That system coupled with Mass-MetaSite and MetaSite can perform automated metabolite identification at a lower cost to a larger number of compounds and therefore speed up the process of structure optimization regarding metabolism properties.
