DESCRIPTION OF REQUIREMENTS:
The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting, and making medical discoveries that improve people's health and save lives. The goal of the NCATS Therapeutic Development Branch (TDB) is to help close the gap between basic research and preclinical testing of new small-molecule and biologic drugs, as well as cell-based and gene therapies. Hydrogen gas has been used as a carrier gas for GC-MS in the past 30 years. Gas Chromatography (GC) is a technique that separates molecules, this analytical technique is common in many applications and is a key com. This in molecular testing. When combined with the detection power of mass spectrometry (MS), GC-MS can be used to separate complex mixtures, support analytical development, identify unknown peaks and determine trace levels of contamination. It is used in the study of gaseous, liquid and solid samples. Process and Scale-up lab has used the Hydrogen Generator to produce hydrogen as a carrier and fuel gas for inhouse GC-MS since 2015. The Hydrogen Generator for GC-MS has been used for 5 years and stopped working recently, which will affect the continuity of science if not addressed immediately. The model that was used in the past has been discontinued. A new hydrogen generator is required for GC-MS to support routine analytical development, and testing works in the lab.

SALIENT CHARACTERISTICS: Matheson NM Plus 250 ccm Hydrogen Generator requires no maintenance and produces high purity hydrogen (>99.99996%) in 250 mL/minutes, which is the best choice for GC-MS as a carrier and fuel gas and a good fit to lab. This instrument will support routine analytical development, and testing works in the lab.

The Quoters are to include a completed copy of the attached provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services (May 2024), with its quote.
The Offeror shall complete only paragraph (b) of the FAR 52.212-3 provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of the FAR 52.212-3 provision.

SUMMARY STATEMENT:
Responses to this notice must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
