Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13—Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6—Competition Requirements.

This notice of proposed acquisition is posted as an intent to award a service contract on a non-competitive basis to Carl Zeiss Microscopy, LLC located at 1 North Broadway, White Plains, NY 10601. This acquisition is restricted to Carl Zeiss Microscopy, LLC because the National Institute of Aging, Laboratory of Neurogenetics owns a Zeiss LSM 880 Axio Observer Microscope and the laboratory's research requires continuous use of this instrument as to not disrupt on-going studies. Carl Zeiss Microscopy, LLC is the only entity in the United States authorized by Carl Zeiss Microscopy GmbH (the German manufacturer) to provide comprehensive service and support for Carl Zeiss instruments by factory-trained technical service representatives. These statements are supported by a Sole Source letter.
Background/Description of Requirement

Acquisition Authority:  This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-07 dated September 10, 2021.

Description: The contractor shall provide repair and maintenance of the Zeiss Scanning Confocal Microscope system. Service technicians will provide emergency repair service, labor, travel, and replacement parts, excluding consumable items on NIA’s Zeiss Scanning Confocal Microscope system. The contractor will provide one (1) annual planned maintenance inspection per service period on our Zeiss Scanning Confocal Microscope system, and a maintenance inspection will include upgrade of software. The government will provide workspace, desktop computers and telephones for the service technician. 

 

DELIVERY/ DELIVERABLES: Timely submission of repair and maintenance essential to successful completing this requirement.

 

REPORTING REQUIREMENTS: The contractor is required to provide written reports on repair and annual maintenance on the Zeiss Scanning Confocal Microscope system.

The Government will evaluate quotations or offers in accordance with FAR 13.106-2 and award a purchase order from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical capability of the item offered to meet the Government requirement; Price; and Past performance [see FAR 13.106-2(b)(3)]
