Background/Description of Requirement

This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures, and FAR Part 12-Acquisition of Commercial Items, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-08 dated October 28, 2022.

The purpose of this requirement is to procure preventative maintenance and support services for the Zeiss LSM 880 / AxioExaminer.Z1 Confocal Microscope, operated by the Laboratory of Neurogenetics (LNG), National Institute on Aging (NIA).

The LNG/NIA owns a LSM 880 / AxioExaminer.Z1 Confocal Microscope, which is used for analyzing LNG’s experimental data in various research projects including Amyotrophic Lateral Sclerosis, Parkinson’s Disease and Alzheimer’s Disease.  Microscopy techniques using the LSM 880 are necessary for this analysis and this equipment requires maintenance to ensure continued full function and continuity of NIA research data.
 
The Contractor shall provide preventative maintenance and service for the LSM 880/ AxioExaminer.Z1 serial number 2811000355. Requirement includes: 
 
•    One (1) preventative maintenance inspection per agreement year
•    Scheduled and emergency service performed between the hours of 8:00 AM and 5:00 PM Monday through Friday
•    All labor and travel associated with service and PM visits
•    All covered replacement parts 
•    Factory trained field service engineers

Service technicians will provide emergency repair service, labor, travel, and replacement parts, excluding consumable items on our Zeiss LSM 880 / AxioExaminer.Z1 Confocal Microscope system. Contractor will provide one planned maintenance inspection per service period on our Zeiss LSM 880 / AxioExaminer.Z1 Confocal Microscope system (annually). Maintenance inspection will include upgrade of software.

LEVEL OF EFFORT:
One preventive maintenance Service Plan at fixed pricing is anticipated on an annual basis.

GOVERNMENT RESPONSIBILITIES
The government will provide workspace, desktop computers and telephones for the service technician.  

The unit is housed at NIH Main Bethesda Campus, 35 Convent Dr., Rm1A-1015, Bethesda, MD 20892.

Timely submission of repair and maintenance essential to successful completing this requirement. 

 
REPORTING REQUIREMENTS
The contractor is required to provide written reports on repair and annual maintenance on the Zeiss LSM 880 / AxioExaminer.Z1 Confocal Microscope system.  


 TRAVEL:
The principal place of performance is the Laboratory of Neurogenetics. Accordingly, reimbursable travel and per diem for the contractor’s employees performing work on a regular basis at this place of performance is not authorized. Any changes to this must be approved in advance by the contracting officer.

KEY PERSONNEL:
Key personnel must be original equipment manufacturer (OEM) factory trained, authorized technicians.

CONTRACT TYPE:
A Firm Fixed Price type order award not exceeding the Simplified Acquisition Threshold is anticipated to be awarded resulting from this requirement.
 
SUMMARY STATEMENT:
