Single-Sole Source Determination
Acquisition Authority: This acquisition is conducted under the authority of Federal Authority Regulation (FAR) Part 13 - Simplified Acquisition Procedures, Subpart 13. 106-1 (b)(1), Soliciting from a single source and is not expected to exceed the Simplified Acquisition threshold. Contracts awarded using FAR Part 13- Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6- Competition Requirements.

The National Institute on Aging (NIA) Translational Gerontology Branch (TGB) requires the use of a QIAcube Connect to extract miRNA and totRNA from whole blood in Paxgene tubes from participants in several NIA clinical studies. Market research was conducted by searching key words and only one system was found that is compatible with the existing technology that NIA TGB is currently using in the lab, and with the characteristics necessary to NIA longitudinal clinical studies. This is the the QIAcube Connect System, which is the gold standard for performing fully automated purification of DNA, RNA and proteins for research use in molecular biology applications.

Qiagen LLC. has provided a sole source letter to the Government certifying that it is the sole manufacturer and distributor of QIAcube Connect.
Background/Description of Requirement

This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-06 published in the Federal Register on July 12,2021.

The National Institute on Aging (NIA) Translational Gerontology Branch (TGB) requires the use of a QIAcube Connect to extract miRNA and totRNA from whole blood in Paxgene tubes from participants in several NIA clinical studies, including: Calorie Restriction (CR), Baltimore Longitudinal Study of Aging (BLSA) and Genetic and Epigenetic Signatures of Translational Aging Laboratory Testing (GESTALT). The extracted RNA will be in part use for RNA Sequencing and in part sent to the Freezer Farm for biobanking purpose. 

Item Name: QIAcube Connect MDx System PRV-1 including the QIAsphere Connectivity Package B, a starter pack for the QIA cube, and an O-ring change tool for QIAcube connect.

Essential characteristics of the machine are the following: 

- Full automation from lysis to purification.
- Connectivity features including real-time run status.
- Ability to create run reports and restrict user access when needed.
- Ability to import spin column kit and sample information using an integrated barcode reader.

- Optical sensor that provides a comprehensive load check

- Allows processing of 1-12 samples per run
- Provide high user and sample safety.

- Preinstalled protocols that automate over 80 QIAGEN kits with over 3000 protocols and allow for the purification of plasmid DNA, genomic DNA, total RNA, viral nucleic acids and proteins from a variety of starting material.
