Single-Sole Source Determination
It was determined that the maintenance service contact listed herein is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available. Leica is the only contractor with manufacturer-trained and certified technicians to maintain and upgrade their patented and proprietary software and hardware. They are the only firm who can provide updates to their scientific equipment and software. They are the only firm who manufacturer and certify replacement parts for this equipment. In order to comply with the warranty requirements, the required parts and supplies for the Leica Bond Rx automated stainer must be purchased from Leica. Replacement parts or accessories must be compatible with the existing Leica Bond Rx equipment. Compatibility with this equipment is required to maintain the validity of the warranty agreement and Leica is the only source. All manufacturer training is provided for Leica Engineers only and no third parties are allowed. The Leica Bond Rx is a highly sensitive and complex automated stainer for processing of PPFE tissue sections and requires expert maintenance and repair by engineers who have received specialized training and have access to the patented and proprietary details of this scientific instrument.

Background/Description of Requirement

The automated stainer is a critical component in the carrying out collaborations within the NINDS. A Maintenance Service Agreement allows for quick repair if needed and regular maintenance work to ensure continued use of the equipment for scientific experiments.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
