Single-Sole Source Determination
The Corning Epic Cell Assay Plates will be purchased from Corning Incorporated. These assay plates will be used to conduct binding assays for compounds on cell lines expressing GABAARs with and without Shisa7 in order to determine whether Shisa7 influences binding of drugs to the receptor. Because the Translational Neuroscience Center at NINDS has on-site an Epic BT system (operated by Dr. Joeseph Steiner), these plates are essential for their compatibility with the system to conduct binding assays. Additionally, Dr. Steiner has already begun binding assays on these plates and therefore will need to continue in order to maintain consistency with experiments and drug binding validation.
Background/Description of Requirement

The GABAAR is an ionotropic gamma-aminobutyric acid receptor that forms a heteropentameric chloride-selective channel which mediates inhibitory neurotransmission. Expressed in the central nervous system, GABAARs are a therapeutic target in treatment of insomnia and seizure. We are conducting drug binding assays using an Epic BT system at the NINDS Neuroscience Translational Center (NTC) and require these plates in order to perform the assays.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
