Single-Sole Source Determination
The eSirius software application, originally purchased in 2018 by the NINDS Animal Health Care Section (AHCS), requires an upgrade (Helix) in order to remain current for serviceability by the vendor, remain compliant with NIH/NINDS security protocols and to provide enhanced tools and applications for greater user efficiency.

This software application provides modules that manage animal study protocols, animal cage inventory (census), animal procurement, veterinary care management, management of training records, and animal husbandry resources. This software application resides on NINDS servers. eSirius is a proprietary software application custom configured to the specifications and operational requirements of the NINDS/AHCS. NTM Consulting Services was the original developer of the application. NTM Consulting Services has been purchased by Cayuse, LLC. This acquisition is therefore considered either a sole source acquisition or a brand name or equivalent acquisition.
Background/Description of Requirement

The eSirius software application requires an upgrade (Helix) in order to remain current for serviceability by the vendor, remain compliant with NIH/NINDS security protocols and to provide enhanced tools and applications for greater user efficiency. This software application resides on NINDS servers. The eSirius is proprietary software application.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
