Original order was placed in 2013 for the first generation of this system and in 2018 we purchased the motion correction system which is an add-on accessory to be used with a human MRI system. We recently upgraded the 7T MRI scanner software and as a result, one of the scanner accessories (motion tracking system) also needs to be upgraded and recalibrated. Items MRC-7T and MOCO-SW in quote no. 00000062 are proprietary to KinetiCor and comprise the only real-time prospective motion correction technology that is compatible with the NINDS MRI scanner. The technology is covered by many issued patents, including US patent numbers 8,121,361; 8,374,411; 8,571,293; 9,076,212; and 9,138,175, as well as issued foreign patents and numerous pending patent applications in the US and other countries.
Background/Description of Requirement

This request originates from the NIH MRI Research Facility (NMRF) in the intramural program of National Institute of Neurological Disorders and Strokes (NINDS), NIH. The NMRF is a trans-NIH facility, and owns and operates a state of the art 7T Magnetic Resonance Imaging (MRI) scanner. This scanner is used by the NIH research community for research studies involving humans and animals.  To continue to support cutting-edge research using high-field MRI, it is essential to keep the all the scanner accessiories functional. As such, the current purchase will allow the KinetiCor motion correction system continue to be used with the MRI scanner. Therefore, this software upgrade to KinetiCor is essential to NMRF/NINDS to continue to support its mission.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
