Single-Sole Source Determination
Only Nihon Kohden can furnish the requirements, to the exclusion of other sources, because Nihon Kohden is the manufacturer of the systems described. The Nihon Kohden EEG-1200A is a direct replacement for the EEG-1200 system. In this case, the end-of-life NK EEG-1200 system will be replaced by the NK EEG-1200A system, to ensure continuity of neurodiagnostic clinical EEG recordings recorded by the NINDS EEG Section. The neurodiagnostic recordings the EEG-1200A will be used for are critical for ongoing NIH research activity, and for NIH Clinical Center patient care services.
Background/Description of Requirement

In agreement with the NINDS mission, the NINDS EEG Section contributes diagnostic information and research as it explores the physiologic, anatomic, behavioral, and therapeutic components of epilepsy and other metabolic, genetic and neurologic conditions.  In addition, the NINDS EEG Section provides diagnostic resources to support medical care and research activities in the NIH Clinical Center. The existing Nihon Kohden EEG-1200 system is part of a system which is considered End-of-Life by NINDS IT and Nihon Kohden. NINDS IT was able to provide an EOL waiver.  With the EOL waiver, the PC can only access secure NINDS resources, but does not access the NIH network. The waiver is temporary; we have been asked to replace the system as soon as possible, due to the potential IT security issues associated with running a system that cannot receive critical monthly Windows updates.There are several active NIH protocols for which the NINDS EEG Section provides routine outpatient EEGs, as specified in the protocols.  The NINDS EEG Section also provides EEG testing services on an as-needed basis for any patient within the NIH Clinical Center.The Nihon Kohden replacement system, the EEG-1200A system, is the only system that will provide the same technical specifications, recording hardware and software, to maintain continuity in routine EEG recordings for NIH research protocols. 

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
