Single-Sole Source Determination
Rees Scientific (a small-business BPA vendor) holds exclusive/proprietary rights to the Centron™ monitoring system, including all hardware and software and access to perform activities such as adding new inputs, probe calibration, and security updates. Current components that make up the Rees Scientific monitoring infrastructure (including wiring, data panels, wireless capabilities controlled via passwords, etc.) only allow Rees Scientific personnel to expand upon and maintain the environmental monitoring system currently in place in buildings 35/35A and NINDS locations in buildings 10 and 49. The central monitoring system established by NINDS allows for additional oversight to ensure monitored equipment maintain defined parameters and properly store scientific materials and samples. The system also directly supports sample preservation during emergency events. While other vendors offer monitoring systems, the institute would have to replace the current system and all infrastructure; requiring a full transition to another system. As long as the current vendor Rees Scientific maintains fair and reasonable pricing for parts and labor, the institute will continue to build upon the existing environmental monitoring system.
This purchase is being made based on the existing Rees environmental monitoring system infrastructure and the annual validation contract (26320160132B26500020) with option years already in place as executed by NIDA.
Background/Description of Requirement

The pricing provided by Rees Scientific is found to be fair and reasonable based on current contracts and previous orders placed by NINDS. The NINDS Office of the Scientific Director maintains a system maintenance and validation contract (POTS 21-013533) with option years as executed by NIDA. Additionally, NINDS has placed additional orders for various monitoring inputs that align in price and expectation; 21-010589, 21-006755, 21-006347, and 21-002727.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM)

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
