Market research included searches on Google for basic background information, as well as searches on the NITAAC and SEWP GWAC catalogs for PC tablet models commonly purchased or made available to the federal government through those vehicles. The 2-in-1 tablet PC requirements can be met under the GSS version 7 specifications. Specific hardware models evaluated from the SEWP and NITAAC product list for GSS version 7 tablets include:
• Meets requirements: Microsoft Surface Pro 7+. Satisfies hardware requirements and the PIV requirement with a commercially available protective case/reader combo.
• Meets requirements: Dell Latitude 7320 2-in-1. Satisfies hardware requirements and has an integrated PIV card reader.
• Does not meet requirements: HP Elite x2 G8 meets hardware requirements but does not have an integrated PIV card reader or commercially available case accessory with a PIV card reader.
• Does not meet requirements: Lenovo Thinkpad x12 Detachable meets hardware requirements but does not have an integrated PIV card reader or commercially available case accessory with a PIV card reader.
Based on this information, the best course of action for competition appeared to be to submit an RFQ for genericized (non-brand specific) hardware requirements through NITAAC for the multiple vendors of all business sizes that can fulfill the need.
RFQ CS-90180-GSS was released to 29 NITAAC contract holders on 6/15/2022 and closed on 6/26/2022. There were 10 no bids and 3 quotes received.
Background/Description of Requirement

This purchase is for 15 2-in-1 Tablet PCs with detachable keyboards. The use case for this product requires the Microsoft Windows operating system and therefore disqualifies products such as Apple iPads and Android tablets. The NINDS AHCS worked the NINDS DIR IT group on generic specifications for tablet PCs that they could support for the life of the device.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
