Single-Sole Source Determination
a. Requirement for the equipment.
We are looking for a CryoPlus AutoFill Cryogenic Storage System which uses liquid nitrogen to store biological samples such as cells and animal tissues.
1) Because we want to do vapor storage, a tank riser platform is required.
2) We also need Square Racks (vapor phase) to hold the samples.
3) A hot Gas Bypass Temperature Controller is needed to better control the temperature.

b. Market research:
There are lots of major vendors that can provide CryoPlus AutoFill Cryogenic Storage System. We searched GSA, Intramalls, and Google, and the list price for the whole system containing all necessary accessories (as mentioned above) ranges from $19,496.13 to $33,372.00.
We then contacted 1) GSS, 2) Fisher Scientific and 3) Tequipment for a competitive quote, respectively. These 3 vendors have the items we need available, and their list prices are in the lower 1/3 part compared to other vendors.
GSS and Tequipment provided the whole system as a package, while Fisher Scientific itemized each part. After negotiating with all three vendors, the final quoted price we get for the whole system (including shipping and handling fees) is:
1) GSS: $22,121.00
2) Fisher Scientific: $17,624.93
3) Tequipment: $20,089.24
After comparing all these quotes, we choose Fisher Scientific because of its significantly better price and the option to provide an extended warranty, which is not directly available from the other 2 vendors.
Background/Description of Requirement

Our lab has a lot of cell lines and animal tissues that need long-term storage. Liquid nitrogen (LN2) is one of the best ways to keep these samples in a cost-efficient way. We used to keep these samples in an LN2 tank that belongs to Dr. Zheng Li’s lab, but the available space is very limited. Recently, our lab initiated a new research project on stem cells, and thousands of new cell lines will be introduced to the lab. To storage and organizing of these cell lines need a lot of space that is not feasible by sharing with other labs. Also, we need to move some tissues stored in the -80oC freezer to the LN2 tank, so that we can get some more space for the six new fellows who are coming in the next few months. Thus, it's urgent to get these Cryogenic Storage Systems for future studies.

Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
