Rationale/ Salient Characteristics
The contract is needed to ensure optimal performance of the microscope and repairs if needed. The microscope is essential for the research program of the Institute. The manufacturer, Carl Zeiss Microscopy LLC, no longer provides service support for this model. Currently, LSMTech is the sole vendor providing comprehensive support for this model. LSMTech maintains parts to repair the instrument if needed and has the technical expertise to perform this work
Single-Sole Source Determination
The Original equipment manufacturer, Carl Zeiss, Inc.; indicated that they no longer cover this older machine and recommended outside companies, all small businesses, that would be able to provide a price for this coverage. This includes LSM Technologies, Remi Group. On 12/5/2017 a contract was competitively awarded to LSM Technologies (see HHSN265201800057M) for a base year and three option years (through 12/21/2023). The purpose of this contract is to extend service coverage for an additional year (01/09/2023 through 01/08/2024.
Background/Description of Requirement

LSMTech has provided excellent service and support for this instrument during the period 12/21/2018 through the present 12/07/2022.  The cost of the contract 11,250 is reasonable and less than the cost ($21,600) the previous service contracts obtained from Carl Zeiss Microscopy.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
