Single-Sole Source Determination
The University of Michigan’s Trans-Omics for Precision Medicine’s (TOPMed) Whole Genome Sequencing (WGS) Program contributes to the NINDS' Laboratory of Neurogenetics’ mission through the integration of whole-genome sequencing (WGS) and other omics (e.g., metabolic profiles, epigenomics, protein and RNA expression patterns) data with molecular, behavioral, imaging, environmental, and clinical data. The NINDS has utilized TOPMed previously for performance of the same requirement under contract number 75N95D19P00202, awarded in FY 2019. To ensure that unknown variables are not introduced into the Laboratory of Neurogenetics’ ongoing research to identify the genes responsible for neurogenerative diseases and develop individually tailored treatments, it is essential that this requirement is performed by the University of Michigan's TOPMed WGS Program.
Background/Description of Requirement

The National Institute on Drug Abuse (NIDA), Office of Acquisition, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS), intends to negotiate and award a contract for Variant Call Editing and Genotyping of Whole Genome Sequence Data.

The mission of the Laboratory of Neurogenetics is to find genes responsible for neurodegenerative diseases, such as frontotemporal lobal degeneration in order to develop disease treatments tailored to an individual’s unique genes and environment.

The objective of this requirement is to support the Laboratory of Neurogenetics’ neurogenerative disease research through whole-genome analysis.  Specifically, the Laboratory of Neurogenetics requires analysis of whole genome sequence data from 10,353 previously sequenced and de-identified DNA samples. The vendor shall provide results of its analysis (individual genotypes) to the Laboratory of Neurogenetics in multi-sample BCF files.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
