Leica is the only firm that manufactures and certifies replacement parts and that can provide updates to its scientific equipment and software. In order to comply with the warranty requirements, the required parts and supplies for the Leica Bond Max automated stainer must be purchased from Leica. Furthermore, replacement parts or accessories must also be compatible with the existing Leica Bond Max equipment. Finally, because the Leica Bond Max is a highly sensitive and complex automated stainer for processing PPFE tissue sections, it requires expert maintenance and repair by engineers who have received specialized training and have access to the patented and proprietary details of this scientific instrument. Manufacturer training is only provided for Leica Engineers; therefore, no third parties are permitted to service the equipment.
Background/Description of Requirement

The purpose of this acquisition is to acquire a service agreement (maintenance/repairs) for a Leica Bond Max automated stainer. The National Institute of Neurological Disorders and Stroke (NINDS) mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.  The Neuropathology Unit of the Surgical Neurology Branch provides NINDS investigators with access to automated staining technologies in support of understanding the biochemical events that cause neurological injury and degeneration produced by viral infections, inflammation, trauma, or exposure to neurotoxic substances, as well as a variety of neurological degenerative diseases. The automated stainer is a critical component in the carrying out collaborations within the NINDS. A Maintenance Service Agreement allows for quick repair if needed and regular maintenance work to ensure continued use of the equipment for scientific experiments.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
