Background/Description of Requirement

 

Revision: The requirement stated in the Level of Effort: "The lab requires two technicians to be on call 24/7 to provide emergency repairs..." is removed. Work by the contractor will only be required during regular business hours and not on weekends.

The Neurodevelopmental and Behavioral Phenotyping Service in the Office of the Clinical Director at NIMH conducts research that is focused on rare genetic/autism spectrum disorders. Standardized assessments that include both cognitive measures, as well as behavior-based assessments (such as the Autism Diagnostic Observation Schedule) and semi-structured parent interviews (such as the Autism Diagnostic Interview) are used when evaluating patients. The recording of these interactions is important to research integrity, consistency, reliability, and training. Proper maintenance of the audio visual equipment being used is essential to ensure these objectives.

The contractor will provide maintenance on an audio visual system that was designed and built by Avitecture, Inc. to record behavioral assessments of children and adults with autism or developmental delays.

The contractor shall meet the specific requirements below:

  • Enhance manufacturers’ warranties through prompt on-site service, unlimited phone support and training
  • Assure rapid response within eight hours or less during the contractor's normal business hours
  • Cover reinstallation and alignment of repaired equipment
  • Include three preventive maintenance visits a year
  • Include overnight shipment for all parts and equipment under repair
  • Paid expedited repairs where available
  • Cover all parts and labor needed for equipment breakdown

LEVEL OF EFFORT:

The lab requires two technicians to be on call 24/7 to provide emergency repairs as well as provide thrice yearly preventative maintenance on the equipment.

REPORTING REQUIREMENTS:

The contractor will provide written reports after completion of routine maintenance and unscheduled equipment repairs.

GOVERNMENT RESPONSIBILITIES:

The Neurodevelopmental and Behavioral Phenotyping Service in the Office of the Clinical Director, National Institute of Mental Health will provide the contractor with access to equipment and will review with the technicians all maintenance and repair work that is completed on the equipment.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
