The National Institute of Neurological Disorders and Stroke (NINDS) within the National Institute of Health (NIH) has a requirement for the following:
Preventative Maintenance for the following film processors/dark room:
Kodak 2000A Film Processor 7255 currently on NIH campus - BLDG 35 RM 1C909 SN 304023
Konica SRX 101A Film Processor 7265 currently on NIH campus - BLDG 35 - 2F SN 1052-36809
Konica SRX 101A Film Processor 7222A currently on NIH campus - BLDG 35 RM 2B711 SN 1052-36934
Service includes: checking for damaged/worn parts, cleaning and adjusting of racks and processor. Changing of chemistry, developer, and water filters. Checking replenishment rates and temperatures. Use of systems cleaner and starter as well as running test films to ensure working order. Contractor shall provides 36 Preventative Maintenance Check, 36 maintenance supplies, 575 developer, 600 Fixer, 3 Silver Recovery Trap and 3 E-Pan chambers as part of the service coverage. Contractor shall also performs 3 dark room drain/water filter service that includes the following services - snake out and clean out any obstructing drain in connection with contracted film processor. Maintain a clean and unobstructed drain by adding monthly solvent solutions. Use wet vacuum to dry out and clean up any spill that occurs when drains are backing up. Replace water filter on a regular basis as needed. Contractor shall not be responsible for damages due to overflow or leaking of drains and any cracked and/or broken drain line to user negligence. Contractor shall be responsible for portion of drain in dark room and any blockage beyond dark room will not be covered under the service. The period of performance for this service shall begin 07/01/2023 to 06/30/2024 for one year only.
The government intends to award a “firm fixed price” purchase order to the responsible contractor as a result of this RFQ that will includes government terms and conditions The award will be based on the technical capability to meet the requirements and price. NINDS will evaluate quotes to determine the best value to the government. NINDS will evaluate price only for those quotes, which are rated as technically acceptable. In the event quotes are evaluated as technically equal, price will become a major consideration in selecting the successful Offeror.
Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
