Single-Sole Source Determination
The key requirement of this purchase is that the mouse cage tops are compatible with our existing stock of Allentown cage bottoms and accessories. Allentown LLC is the only known manufacturer of compatible mouse cage tops. Allentown LLC does not work with any domestic distributors or resellers, preferring to sell their products directly. However, there is a very small possibility that new, unused cages might exist on the resale market.
Background/Description of Requirement

The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.

 

The Animal Health Care Section (AHCS) of the National Institute of Neurological Disorders and Stroke (NINDS) is tasked with veterinary care, management and oversight of the Building 35 SAF. The Building 35 SAF currently houses approximately 16,000 mouse and rat cages, consisting primarily of mice.  The rodents housed in these cages are used by numerous NIH Institutes and Centers (ICs) to carry out their research missions. The institutes and centers sharing in this research endeavor are:

 

  • National Institute of Neurological Disorders and Stroke (NINDS)
  • National Institute of Mental Health (NIMH)
  • National Institute on Deafness and Other Communicative Disorders (NIDCD)
  • National Institute of Dental and Craniofacial Research (NIDCR)

  • National Human Genome Research Institute (NHGRI)
  • National Center on Complimentary and Integrative Health (NCCIH)

The AHCS identified a lack of sufficient supplies of Allentown NexGen cage lids required to efficiently prepare clean equipment for cage changes. Cage lids are an essential part of the entire clean cage setup. Some cage lids have been in use since the PNRC II vivarium opened, and the numbers available have decreased over time due to routine wear and tear. If this trend continues without replenishing supplies of the cage lids, it will eventually degrade facility operations and jeopardize the AHCS mission of providing the best possible humane care to the animals under our charge.

 

Therefore, the objective of this procurement is to replenish our supplies of Allentown Nextgen cage lids to ensure full cage setups can be readied and supplied to our staff. This will allow them to complete cage changes, an essential animal husbandry duty that is central to our mission
