Single-Sole Source Determination
This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) – Soliciting from a Single Source. The National Institute of Neurological Disorders and Strokes (NINDS), Delegated Office of Acquisitions (DOA) intends to award a Firm Fixed Price, sole source purchase order to Agilent Technologies Inc. located at 2850 Centerville Road, Wilmington DE 19808-1610 for service, repair and preventative maintenance of Government-owned Seahorse XFe96 Analyzer.
Background/Description of Requirement

NINDS will solicit and negotiate directly with the Agilent Technologies Inc. for a one-year period of performance. No solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a quotation which shall be considered by the agency. Quotations must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest or quotation in writing via email to elaine.estrella@nih.gov within ten (10) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements or quotations are received within ten (10) days, an award will be made to Agilent Technologies Inc., LLC

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
