Single-Sole Source Determination
The damage assessment visit was earlier conducted by Newport Corporation's factory trained Spectra Physics engineers and found additional parts damaged (Chiller Rack) that would need to be replaced by the engineers. Since the contractor has initially provided the assessment, it would requires them to return with the replacement parts and complete the work order assigned. Only factory trained engineer can complete the work due to the laser currently under extended warranty and any third party performing the work will void the warranty.
Background/Description of Requirement

In FY2019, the Laboratory of Circuits, Synapses, and Molecular Signaling (LCSMS) purchased two tunable lasers (Insight X3 and Mai Tai HP) from Spectra Physics (contract number 75N95019P00382). These are housed in Room 3B-415 in Building 35. These lasers are a core component of the laboratory’s efforts to investigate cholinergic function and dysfunction using two-photon microscopy.

On December 24-25, 2022, Building 35 was hit by a major flooding event, and the LCSMS was particularly hard hit. Water poured from the ceiling of the room housing the lasers. These are delicate and specialized pieces of equipment, which clearly sustained considerable damage.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
