FMRIF requires an update to a web-based application currently used to schedule time on equipment it operates, primarily – MRI scanners. The increase in the number of scanners operated by FMRIF, the increased number of researchers using the Facility and its equipment, as well as FMRIF’s need to track and report on its operations to the NIMH and NINDS Directors’ offices, have brought to the forefront the need to update its scanner scheduling application, to improve extraction of information from this application, and to overall improve FMRIF’s operations and workflows.

Background/Description of Requirement
FMRIF currently operates five (5) MRI scanners that are used by researchers primarily in NIMH and NINDS, but also other institutes at NIH, to conduct a variety of basic science and clinical research MRI scans, on healthy volunteers and patients. Each scanner is scheduled 15 hours per day, 7 days each week, resulting in 105 slots of time that can be used on each system per week. Several years ago, a custom web-based application was developed to allow scan time to be allocated to Principal Investigators, and to allow them and their staff to view their allocations. The application was set up to allow groups to manage their onw scanner time, and to trade time with other groups. Over time, the number of researchers, the increased amount of equipment operated by FMRIF, an increased number of peripheral applications loosely associated with the schedule, and the increased reporting requirements from various administrative offices, have necessitated this update of the scheduler application. An update of this application will also make it easier to comply with current and future IT and security guidelines and requirements.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
