Rationale/ Salient Characteristics
The software will allow the analysis of EEG data including source analysis data (BESA Resaerch Complete) on custom head models built from individual subject MRIs (BESA MRI). The software will allow the export of EEG source data on GIFTI Head models, which can be imported into a variety of MRI software (e.g. AFNI).

This purchase is for the BESA Research Complete 7.1 software and the associated BESA MRI 3.0 software. These two packages allow the efficient combination of electroenceplahogram (EEG) and functional magnetic resonance imaging (fMRI) data together which is becoming a sought after set of data types collected withing the fuctional Magnetic Resonance Facility (fMRI) Core Facility. This software includes an easy to learn graphical user interface and batch processing with useful learning mechanics that will make the analysis of these complex data more straightforward for researchers at all levels including postbacs, postdocs, staff scientists, and Principal Investigators (PI)s.
Single-Sole Source Determination
I hereby determine that the software listed herein is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available. Research was undertaken to find out if any other type of software was available on the open market that would satisfy our needs, and it was determined that the BESA product was unique in it’s capabilities and there were no other competing products that duplicated what it does

The purchase is sole source because the company creates and maintains this software and performs sales of the software only through their company. The product is resold by other vendors, however, there is no other competing product. As described in the accompanying market research, we reviewed catalogs, searched the internet by keyword, participated in interactive online communication with other customers, industry, and or acquisition personnel, and contacted knowledgeable individuals in Government and industry regarding market capabilities to meet requirements.
Background/Description of Requirement
The purchase is for a continual license of the BESA 7.1 Research software and BESA MRI 3.0 software. Limited minor upgrades are provided within the scope of the purchase with the ability for paid upgrades later on. The software will be utilized by the fMRI Core Facility to facilitate the combination of EEG and fMRI data that researchers who utilize the core facility collect on a regular basis. BESA Research Complete software is used for analysis of EEG/MEG data collected using the fMRIF Core Facility equipment and available to all users/researchers of the facility for processing their data. The software suite includes pre-processing (e.g. denoising) of data, segmenting/epoching (selecting relevant data times), and most importantly, source analysis for identifying where in the brain electrical signals related to the experimental task take place.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
