Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13—Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6—Competition Requirements.

This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to Arima Genomics located at 6404 Nancy Ridge Drive, San Diego, CA 92121. This acquisition is restricted to Arima Genomics because the Arima-HiC+ Kit overcomes the technical and economical limitations with the development of a highly simplified and robust protocol that streamlines Hi-C to a 6-hour, 8-step procedure followed by library prep and NGS. This is the only commercial kit for the HiC experiment, and is only manufactured by Arima Genomics company which is supported by a Sole Source letter.
Background/Description of Requirement

Acquisition Authority:  This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 05.

Purchase Description: These kits are manufactured by Arima Genomics company, and the only commercial kit for the HiC experiment. The Arima-HiC+ Kit overcomes the technical and economical limitations with the development of a highly simplified and robust protocol that streamlines Hi-C to a 6-hour, 8-step procedure followed by library prep and NGS. Importantly, the Arima-HiC Kit enables researchers to quickly and reliably generate Hi-C libraries enriched in conformation signal, with reduced sequencing, for reproducible analyses of chromatin loops and TADs.
