Rationale/ Salient Characteristics
NIMH hereby determines that the repair service is soley available from the Gilson, Inc. The 233XL is obsolete and the parts are not available in the market. NIMH obtained the power supply board from the original manufacturer before the part became obsolete.

Also the cerified engineer will repair two units of syringe pumps 402 and perform PM on GX syringe pump and GX241 robot.
Single-Sole Source Determination
The Gilson 233XL is essential part of AutoRad radiochemistry synthesizer which handles radioactivity for reaction and transfer to the purification system. It was incorporated into the AutoRad software and it cannot be replaced with other model of the robotic device because the instruction or command set are unique to this device. It became obsolete and no vendor can support this device. The Gilson engioneer was trained and certified to repair this device and no other engineer from other manufacturer has the same level of expertise on this device.
The Syringe pump 402 and GX syringe pump also must be serived by the Gilson engineer.
Background/Description of Requirement
The device, Gilson ASPEC 233 XLI became obsolete. There is no commercial company who can service this equipment. The possibility of reparation is given solely because the government laboratory (NIMH) purchased the motherboard and power supplies five years ago in order to get ready the government laboratory to possess the capability to repair this equipment. NIMH hereby determines that the repair service is soley available from the Gilson, Inc. The 233XL is obsolete and the parts are not available in the market. NIMH obtained the power supply board from the original manufacturer before the part became obsolete.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
