Background/Description of Requirement

The NIMH is launching a growing number of surveys to capture opinions and ideas from staff, ranging from administrative to scientific, and externally from clients and our customer base.  Performing this successfully requires the need to create advanced survey logic to ensure that only the relevant questions are being asked of the respondent. The nature of this online survey tool is to provide advanced surveying resources to support NIMH’s administrative needs. It can collect responses from individuals internal and external to NIMH, regarding a myriad of administrative and scientific topic areas.  It can be used in best practices for survey development, data collection, and analysis for NIMH. It will expand NIMH’s advanced survey capabilities and survey logic, and allow the survey account admin to compartmentalize user survey access.

While there are many different online survey tools that provide similar features, and functionality, only the Qualtrics tool minimizes the amount of software related limitations related to implementing survey logic. The Qualtrics survey tool uniquely allows creation of more customized and efficient surveys, which is directly related to the way that the survey is constructed within the software. By minimizing the number of pages that a respondent has to click through (which is a common hallmark of other survey tools), a respondent will spend less time on a survey, resulting in more time doing other work.  This tool assists in creation of advanced survey logic to ensure that only the relevant questions are being asked of the respondent.  There is built-survey intelligence that provides software driven recommendations, multiple-platform reach, advance survey logic, enterprise level security, custom programing.  It allows creation of more customized and efficient surveys, which will ultimately minimize the level of effort from the survey taker.  Additionally, this online survey tool will facilitate more effective survey logic, for a more efficient survey execution.  This tool will allow NIMH to create more customized and efficient surveys, which will ultimately minimize the level of effort from the survey taker.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
