The NIMH Office of Science Policy, Planning, and Communications (OSPPC) manages the Institute’s public-facing website www.nimh.nih.gov and other digital communications channels (e.g., social media, email listservs, and e-newsletters). The Contractor shall plan and conduct a virtual training course to provide NIMH staff with the knowledge, skills, and tools they need to write compelling digital copy for these channels.

At a minimum, the course should cover the following: rules for web writing, best practices for formatting online content, content types that can convince users to take action, techniques for organizing complex content and articles, how to write for your readers, and how to define and apply a consistent voice, tone, and style to appeal to users, and ways to test and evaluate content.
Specifically, the Contractor shall provide services and materials necessary to complete the following tasks:
Specific Task 1: Prepare a Course Agenda and Orientation Call
Within ten (10) business days of the award, the Contractor shall develop a course agenda, identify potential course dates, and arrange an orientation call with the NIMH COR. The NIMH COR shall review and approve the course agenda and course dates and/or return it for revision within five (5) business days (defined herein as Monday-Friday, 8:00 a.m. -5:00 p.m. ET) after the orientation call.
Specific Task 2: Develop a Lesson Plan and Supporting Course Materials
The Contractor shall develop a detailed lesson plan and supporting course materials for NIMH staff. The lesson plan should convey how the training will be delivered, the learner experience, and how the course goals will be achieved. The lesson plan should include the following:
- Course learning objectives
- Content mapped to each objective (in bulleted or outline format)
- Course exercises or other activities
- Suggested use of audio, video, animations, or other multimedia
- Description of other learning activities that may accompany the course
- Description of any pre-work and homework assignments
- Course duration, by module/chapter
This course must be a customized, interactive lecture. Through in-depth exercises using existing NIMH content, the Contractor will provide opportunities to apply and practice new principles and techniques while staying grounded in the research that supports them. Individually and in groups, NIMH staff shall have the opportunity to rewrite, redesign, and reorganize existing web copy according to the guidelines presented in class.
Specific Task 3: Course Delivery and Interface with Web Conferencing Service
At least five (5) days before the training, the Contractor shall provide final course materials, such as presentation slides, handouts, and other materials electronically to the NIMH COR, who will provide the materials to NIMH staff.
The Contractor shall be available via the approved video conferencing mechanism at least one (1) hour before the start of the training to troubleshoot any interfacing issues that will need to be corrected by the Contractor to match the platform requirements and specifications.
The Contractor shall conduct the training course via live video conferencing to NIMH staff. At the end of the course, the Contractor shall use an evaluation methodology (such as a satisfaction survey or poll) approved by the NIMH COR to measure employees’ satisfaction with the course.
Specific Task 4: Final Course Materials
Within five (5) business days after the training, the Contractor shall provide any outstanding training materials to the NIMH COR, including electronic versions and/or URLs of any handouts, presentation slides, videos, or other multimedia. In addition, the Contractor shall prepare and provide instructions needed to reproduce the learning experience.
DELIVERABLES / REPORTING REQUIREMENTS
There are deliverables for each task in this SOW. All printed materials shall also be provided electronically in Microsoft Word format. All visual aids shall be provided in a format approved by the NIMH COR. All deliverables shall meet the applicable Section 508-compliance requirements (See I. Section 508 – Electronic and Information Technology and https://www.section508.gov/ for more information) and any other federal requirements. Deliverables include:
- Orientation Meeting: Course Agenda and Potential Dates: The Contractor shall participate in a meeting via phone or videoconference, staffed by the course instructor, NIMH COR, and other Contract staff as necessary. During the meeting, the Contractor shall present the course agenda and potential course dates. NIMH COR will approve the course agenda and potential dates within five (5) business days after the call.
- Lesson Plan and Supporting Course Material: The Contractor shall provide a detailed lesson plan, handouts, slides, multimedia, and any other supplemental materials provided electronically to the NIMH COR.
- Course Delivery and Interface with Web Conferencing Service: The Contractor shall deliver the course exclusively via videoconference.
- Course Materials: The Contractor shall provide any outstanding handouts, slides, multimedia, and any other supplemental materials electronically to the NIMH COR in a method approved by the NIMH COR.
The training course should be fully virtual. There will be no travel required for the contractor. The Government will not reimburse travel costs.
Key personnel considered to be essential to the successful performance of this requirement include:
The assigned individual(s) (below) are designated as key personnel and are considered essential for the successful performance of the described requirements. If any of the key personnel were unable to perform as proposed for any reason during the performance of the Tasks, the Contractor shall immediately notify the NIMH COR and NIMH Contact Officer in writing. Notice will include an explanation of the problem, a proposed replacement by someone of equal or better qualifications and experience and shall explain the impact on performance. All replacements are subject to the prior approval of the Contracting Officer. However, the Government reserves the right to approve or deny such replacements retroactively when circumstances prevent advance approval.
The training instructor(s) should be experts in user experience and digital strategy, preferably with specific expertise in complex user research, service, and experience design for health care or public health, science, media, or education.
Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
