Single-Sole Source Determination
The essential characteristics of the Data Axle database product that limit the availability to a sole source are Data Axle is the largest compiler of targeted market data and is a source provider for other direct mail suppliers. Data Axle compiles their data themselves. They do not buy this data from another source. They update their data monthly so we are sure to get the most current information. They have excellent customer service representatives (not automated) that work with us on developing a customized list. As a more than 30 year old company, Data Axle has vast experience in direct marketing. NIMH-BEB has had highly favorable results for recruitment with addresses obtained through Data Axle. Therefore, only this suggested source can furnish the requirements, to the exclusion of other sources, because of the information provided here.
Background/Description of Requirement

The purpose of this project is to obtain addresses for use with direct mail advertising to recruitment to our research study.   These addresses will be for households with age appropriate persons in Washington DC, Maryland and Virginia. We are targeting households with appropriately aged potential research volunteers within driving distance to NIH, as study participants will need to be available to come to the NIH for regularly scheduled appointments. Research participants receive compensation for participation in study. The goal is for the direct mail cards to generate calls of interest for participation in studies.

The contractor shall provide a database of addresses for use to mail postcards to households within 75 miles of NIH (driving distance) whose occupants may, based on contractor algorithms and information, meet the criteria set forth in the study including gender and age.

 

 

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
