STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS
COMBINED SYNOPSIS / SOLICITATION
Title: Acquisition of one stable cell lines (GPR151) from Multispan to perform high-throughput screening.
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75N95020Q00016 and the solicitation is issued as a request for quotation (RFQ).
This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The Government anticipates award of a firm fixed-price purchase order for this acquisition. THIS IS A (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Multispan, Inc., 26219 Eden Landing Road, Hayward, CA 94545.
This acquisition is conducted as for a commercial item or service and is conducted under the authority of the FAR Part 13 - Simplified Acquisition Procedures, and FAR 13.106-1(b) – Soliciting from a single source. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted that produced no other sources capable of providing this Government requirement.
Pursuant to FAR Subpart 13.501 (a) (1) (iii) the justification (excluding brand name) will be made available within 14 days after contract award or in the case of unusual and compelling urgency within 30 days after contract award.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2020-03, with effective date December 13, 2019.
(iv) The associated NAICS code 541714 and the small business size standard 1,000 employees. This requirement has no set-aside restrictions.
DESCRIPTION
(v) This requirement is for the following services: HTS amenable functional assays to enable high-throughput screening of an pain-related orphan G protein coupled receptors (GPCRs) target, GPR151. These stable cell lines have high expression of receptors on the cell membrane, which are validated by flow cytometry and function assay. This line will be used to conduct primary drug screening at NCGC, and will be a useful tool in the secondary characterization of several other NCGC drug targets of interest.
(vi) The Purchase Description is included as Attachment 1 to this Solicitation.
(vii) The Government anticipates award of a firm fixed-price purchase order for the acquisition.
EVALUATION AND AWARD
(viii) The award resulting from this solicitation will be made to the responsible offeror whose proposal is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Technical Capability and Price. In the event that multiple quotations are received comparative evaluations will be conducted in accordance with FAR 13.106-2(b)(3). In that case, award will be made to the responsible offeror whose response meets the solicitation’s requirements and, as a whole, will be most advantageous to the Government, price and other factors considered.
(ix) The anticipated award date is Janurary 3, 2020.
VENDOR AND SUBMISSION REQUIREMENTS
(x) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition, and is incorporated by reference. Offerors must submit a quote addressing the requirements listed in the attached Purchase Description and price.
(xi) Offerors are to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items, with their business proposal.
(xii) Offerors are to include a completed copy of the provision at FAR 52.204-2, Representation Regarding Certain Telecommunications and Video Survellience Services or Equipment, with their business proposal—see attached.
(xiii) Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.
The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
