The success of this program depends on the expertise of the University of Washington Seven Directions program and the benefit gained from their sole expertise in opioid use prevention with tribal communities and the data needs to support this work. Seven Directions produced the report Foundational Review of Data Sources Used to Characterize American Indian& Alaska Native Drug Use and thus has unique knowledge of this report, which serves as the foundation for this contract. Seven Directions has worked in deep partnership with tribal communities identifying data needs, as well as work with Tribal Epidemiology Center Directors, and University personnel. It is imperative for success that this past experience, the partnerships and focus be integrated into the program. Seven Directions is the only organization in the world with its unique expertise and partnerships in this area based on their previous work leading the Tribal Opioid Overdose Prevention Project. This work has uniquely situated them to address the necessary questions required by this contract without having to do necessary background work. They have unique expertise that will lead to significant cost savings in this project, as any other contractor would have to spend significant time learning what this organization has already learned through three years of the Tribal Opioid Overdose Prevention Project. Thus, the success of this program can only be attained by working with University of Washington Seven Directors Center for Indigenous Public Health, relying on their established partnerships and deep knowledge of the relevant issues.
No other organization has the expertise, knowledge, contacts and infrastructure that University of Washington Seven Directions possesses. It is not possible for any other organization to perform this work because they do not have the access or expertise.
The Division of Epidemiology, Services, and Prevention Research (DESPR) of the National Institute of Drug Abuse (NIDA) is currently seeking to obtain foundational research on the data sources available and used to characterize American Indian and Alaska Native Drug Use at the local and national level as well as barriers around the use and interoperability of this data and areas in which data are lacking.
Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
