The purpose of this acquisition is to procure two (2) VetEquip COMPAC5 anesthesia systems for the National Institute of Neurologic Disorders and Stroke (NINDS), Division of Intramural Research (DIR), Animal Health Care and Section (AHCS).

The NINDS DIR AHCS supports investigators who use animals in their research to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. In support of this work, NINDS DIR AHCS veterinary staff require anesthesia systems to capable of anesthetizing multiple patients separately and simultaneously to take genotyping samples and identify the animals sampled. Additionally, the limited countertop space available to perform these duties necessitates a unit that has a compact footprint and is easily moveable.

Single-Sole Source Determination
• The complete active scavenging multi-patient anesthesia system must include:
o Isoflurane vaporizer
o Aluminum unit body with baked on enamel finish
o On/Off power switch
o Exhaust Pressure Mini Helic® gauge
o 0-5 LPM flow verification tube
o Five multi-function switches (½ LPM/1 LPM/Off toggle switches for each circuit)
o Independent circuits
o Electronic radiant heat flooring system and power cord
o Three induction chamber compartments with adjustable sizes (three small slide lids, one medium lid and one large lid with two dividers)
o Two individual breathing/procedure circuits, adult Bain
o Finger-Cot Nose Cone Kit to accommodate rats or mice
o Oxygen hose, ten feet with DISS fittings
o Anti-spill adapter, funnel-fill for isoflurane
o Unit dimensions approximately 13”W x 13”L x 15”H or smaller in each dimension.
o Entire unit must be moveable as one piece.

Due to the time-sensitive nature of genetic sampling and identification, it is very important that the machine have a high level of uptime and a reliable warranty or guarantee in the event of a malfunction. Warranty guarantees must satisfy these requirements:

• Purchased equipment warrantied or guaranteed for repair or replacement for 7 years from date of purchase, excepting:
o Damages or malfunctions caused by negligence, abuse, or use not in accordance with operating instructions.
o Defects or damages caused by unauthorized service or the use of other than OEM supplied parts.
o Parts of the anesthesia machine that require replacement under normal use, such as rubber or latex parts or components.

Background/Description of Requirement
  • The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting, and making medical discoveries that improve people’s health and save lives.

    NINDS is one of 27 Institutes and Centers at the NIH, and its mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease for all people.

    The NINDS DIR is the internal research program of the NINDS and is among the largest neuroscience research centers in the world. It is home to more than 500 scientists who conduct leading-edge basic, translational, and clinical research in neuroscience, neurology, and neurosurgery research at NINDS laboratories in Bethesda, Maryland.

In support of this work, NINDS DIR AHCS veterinary staff require anesthesia systems to capable of anesthetizing multiple patients separately and simultaneously to take genotyping samples and identify the animals sampled.     The objective of this procurement is to acquire two new systems to replace broken and aging systems that will allow this work to continue expeditiously.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
