Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6-Competition Requirements.

The essential characteristic of the Chromium cell kits with accompanying reagents that limit the availability to a brand name is the integration of the experimental data into ongoing research projects that have already obtained data from the 10X Genomics Chromium Controller used for this research. The materials must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment (10X Genomics Chromium Controller) is used by The Laboratory of Molecular Biology (LMBI), and all items must coordinate, connect, or interface with the existing system by integrating with the 10X Genomics Chromium Controller instrumentation platform.
Background/Description of Requirement

This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 - Simplified Acquisition Procedures and (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-05 dated September 7, 2023.

The purpose of this acquisition is to purchase Chromium cell kits.  The National Institute on Aging (NIA) Laboratory of Molecular Biology (LMBI) requires Chromium cell kits to perform single cell 3’ transcription analysis for ongoing research projects.  This acquisition would greatly enhance knowledge on mechanism of T-cell exhaustion generation. No technique currently utilized in the lab would be able to achieve this resolution, even at higher costs. It is known that age and age-related diseases are characterized by dramatic changes in the immune cell environment, therefore understanding these changes can lead to finding effective targeting to alleviate disease phenotype. The objective is in depth characterization of lymph nodes infiltrating CD45+ cells.
