Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6-Competition Requirements.

The essential characteristics of the Chromium Single Cell RNA sequencing kits that limit the availability to a brand name are the capacity of the product and reproducibility. Only this suggested product can furnish the requirements needed to properly sequence induced neuronal stem cells and is reliable enough to ensure that kit can be used repeatedly for different cell lines. The kits must be compatible in all needed aspects (form, fit, and function) for our sequencing protocol.
Background/Description of Requirement

This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 - Simplified Acquisition Procedures and FAR Part 12 - Acquisition of Commercial Products and Commercial Services, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-05 dated September 7, 2023.

The purpose of this acquisition is to purchase Chromium Next GEM single cell ATAC, Chip H and Single Index N set A kits.  The National Institute on Aging (NIA) Laboratory of Molecular Biology and Immunology (LMBI) requires Chromium Next GEM single cell ATAC, Chip H and Single Index N set A kits for continued research projects studying the effects of genetics on neurodegenerative diseases.  The differences between individual cells can have profound functional consequences, in both unicellular and multicellular organisms. Developed single-cell ATAC-sequencing methods enable unbiased, high-throughput, and high-resolution epigenomic analysis of individual cells. This provides an additional dimension to transcriptomic and epigenomic information relative to traditional methods that profile bulk populations of cells. Single-cell profiling of the transcriptome and epigenome at single cell resolution can transform the researchers understanding of biology, enhance the characterization of cell types and states, and gain deeper insights into underlying gene regulatory mechanisms from every cell. These single-cell sequencing methods have revealed new biology in terms of the composition of tissues, the dynamics of transcription, and the regulatory relationships between genes. Rapid technological developments at the level of cell capture, phenotyping, molecular biology, and bioinformatics promise an exciting future with numerous biological and medical applications.

Contract Type: A Firm Fixed Price type order award not exceeding the Simplified Acquisition Threshold is anticipated to be awarded resulting from this requirement.
