Single-Sole Source Determination
A search was done in GSA Advantage for this contract and for similar consumables with no results. The lab purchased the 10x kits/reagents previously, in April of 2017 for $5,990, POTS # 17-008165. The lab is currently utilizing the 10x Genomics controller from the NIDCD sequencing facility. Dr. Matthew Kelly of this IC stated that this instrument was procured on a sole source basis. We were unable to obtain a copy of the contract that it was purchased on. Internet search for Genomics 10x confirmed the fact that these kits/reagents are proprietary, with numerous references from journals and books where these kits/reagents were used in all previous experiments with the Chromium machine and no other kits are compatible with the equipment currently in use. Changing the kits would require changing the equipment which brings risk of experimental variability. They are sold by third party vendor as well as the manufacturer. Comparison of pricing showed that the manufacturer price is most cost effective to the government.
Background/Description of Requirement

The mission of the Spinal Circuits and Plasticity unit is to reveal the molecular, cellular, and circuit basis of plasticity within the spinal cord. As part of that mission we routinely perform single cell sequencing using a previously purchased 10X Chromium system and have generated part of a dataset for ongoing projects. To continue this work, we require additional consumable reagents for this system.  The purchase of the specific single cell kits, manufactured by 10X Genomics, Inc., will be used in ongoing research projects. The continued use of the 10X Genomics, Inc. technology is critical in order to maintain the integrity of the data already generated and analyzed.

Lab personnel did market research to obtain that particular reagents from other vendors but didn’t get any except the GSS Quote of the same item. The 10X genomics is the sole company to manufacture this reagents and this kits are only compatible with the 10X genomics instrument. Even if any other manufacturer’s sequencing kits are available, the use of other kits may jeopardize the integrity, quality and results from this ongoing research project as they would not be compatible with the 10X genomics Chromium instrument.

 

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
