This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to Agilent Technologies. The National Institute of Neurological Disorders and Stroke (NINDS) currently owns a Cytation 10 confocal imaging reader and requires a maintenance and service contract that is only available from one source. Competition is precluded because, as the sole equipment manufacturer and ISO 9001-certified source for factory-authorized service for Agilent hardware and software, parts, training, technical support, and on-site service and support procedures, only Agilent service representatives are certified and authorized to perform services. Additionally, Agilent instruments require special tools for all repairs and only Agilent engineers have these OEM tools.

STATEMENT OF WORK (SERVICES) (SOW)

GENERAL INFORMATION

Preventive Maintenance Contract on Cytation C10 Confocal Imaging Reader

Statement of Need, Purpose and Objective:

The purpose of this acquisition is to acquire service agreement on the Cytation C10 Confocal Imaging Reader.

Background Information: 

The Neurotherapeutic Development Unit utilizes the confocal imager to visualize cells at high resolution and depth in imaging assays that assess a variety of functional parameters of these cells. An annual service contract is necessary to ensure that the instrument is working up to specifications and to quickly repair any issues that might arise with the imager.  This agreement will allow the imager to maintain their performance so that any work being done by the unit that requires its use will not be unnecessarily delayed.

Period of Performance:

The period of performance shall be August 01, 2023 through July 31, 2024

 

Place of Performance: NIH Main Campus, 10 Center Drive, Building 10, Room 7C215B, Bethesda, MD 20892.

General Requirement:


SCOPE OF WORK

The purpose of the acquisition is to procure a service agreement (certification, maintenance and

repair support) for the Cytation C10 Confocal Imaging Reader in the NINDS Neurotherapeutic Development Unit.

Specific Requirements:

Preventive Maintenance services shall be for the Cytation C10 Confocal Imaging Reader

Contractor shall provide the NINDS with the following services:

The agreement covers all parts, travel and labor associated with emergency service calls.

The agreement includes one year of preventative maintenance to ensure optimal performance of centrifuges.

The annual Preventive maintenance (PM) visit. This scheduled visit shall ensure optimal equipment performance in order to prevent major breakdowns before they happen. Included during the PM visit:

Services shall be performed only by factory trained and certified service engineers

Contractor shall use only new or true factory remanufactured parts.

Service will be performed at the NIH site Building 10, room 7C215B.

GOVERNMENT RESPONSIBILITIES

The Government will provide Contractor personnel reasonable access to the Equipment for the required service repair support. Service technicians will have to be cleared at the commercial vehicle inspection station on 9000 Rockville Pike, Bethesda, MD to gain access to the premises.

Travel: 

Service agreement covers travel to NIH

Key Personnel:

The Contractor will be responsible for ensuring that the personnel assigned for service have the technical

competence required to complete the service within a reasonable time and maintain the equipment at peak factory performance. Service personnel must be certified by the Original Equipment Manufacturer

Information System Security Plans:

The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. All tasks for testing of functional and/or technical requirements must include specific testing for Section 508 compliance, and must use NIH approved testing methods and tools.
