BioTek Instruments has provided a sole source letter to the Government, certifying that no other company has authority to provide the BioTek Cytation™ 5 WFOV cell imager camera upgrade that will integrate with the pre-existing BioTek Instruments BioSpa Automated Incubator.

Acquisition Authority: This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-08.
Description of the Item or Service:
The NINDS' Neuro Therapeutics Development Unit (NTDU) provides a resource for investigators and researchers at NINDS and other NIH Institutes to develop neuroprotective and neurogenerative therapeutics entities. A significant part of this work includes development of cell-based assays to identify, evaluate and characterize potential agents as possible treatments for neurological disorders. To do this, the NINDS NTDU needs to upgrade its existing wide field of view (WFOV) camera for BioTek Instruments, Inc.'s Cytation™ 5 WFOV camera, model CYT5MFW. This upgrade will replace an existing, malfunctioning WFOV camera in the NTDU lab. The upgraded camera will also pair with an existing BioTek Instruments BioSpa Automated Incubator to complete an assay development workstation that will be used for screening assays. This assay workstation will be used by NTDU and other researchers to characterize the neuroprotective activities of novel compounds against neurodegenerative neurotoxins as well as neurologic infections of the nervous system.

The Cytation™ 5 WFOV camera upgrade has the following salient characteristics/features:

- Able to produce higher resolution images with multi-wavelength modes and autofocus.
- Able to image well plate samples (6 through 384 formats) with live cell capability.
- Automated digital microscopy and multi-mode detection in one system.
- Offers fluorescence, brightfield, color brightfield, and phase contrast imaging modes.
- Offers endpoint, time lapse, z-stack and montage imaging methods.
- Multiple microscope objectives capacity.

- Compatible with 6- to 1536-well microplates, microscope slides, Petri and cell culture dishes, T25 cell culture flasks, and counting chambers.

- Image processing: stitching, z-projection and digital phase contrast.
- Gas controller for monitoring and controlling CO2/O2 levels to support live cell assays.
- Must integrate with existing BioTek Instruments BioSpa Automated Incubator, and utilize one (1) automated robotic arm.
- Must include software that will centrally schedule, control and integrate the stand-alone assay workstation components (Cytation 5 Cell Imager, Plate Reader, and BioSpa Automated Incubator) into a single, cohesive piece of equipment.

Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
