- Statement of Need and Purpose:
The purpose of this procurement request is to acquire the GlobalMed ClinicalAccess Station (CAS) Lite or equal mobile teleaudiology station to conduct clinical visits and teaching demonstrations within the NIH Clinical Center. This equipment will be used in the clinic rooms to enhance interaction between NINDS clinicians (including neurology attending and neurology trainees) and patients.
The COVID-19 pandemic has vastly altered the ability of neurologists and neurology trainees to conduct traditional patient visits in an academic setting such as the NIH Clinical Center. Risk of infection has led to enhanced sanitation practices including social distancing. In addition to curtailing clinicians’ ability to conduct patient visits, COVID-19 has severely curtailed the clinical experience for the NINDS clinical fellows.
The NINDS Intramural clinics do not have teleaudiology stations within the Clinical Center. A mobile teleaudiology station will allow remote participation in clinical visits by trainees and fellows. Another important objective of integrating a mobile teleaudiology station is to enable in-house televisits with patients in infectious disease isolation, including SARS-CoV-2 infected patients.
To minimize personal contact within the clinic rooms, the NINDS’ Electromyography (EMG) Section need to integrate a mobile teleaudiology station into its clinical and teaching rounds. The equipment will also be used by the clinicians to conduct neurology consults and in-house televisits with patients in infectious disease isolation, including SARS-CoV-2 infected patients.
The GlobalMed CAS Lite consists of a PTZ (Pan-Tilt-Zoom) camera, integrated audio system, built-in Wi-Fi and internet connections, a touch-based video conferencing control, and a 27-inch high resolution monitor mounted to a mobile cart for easy mobility. The PTZ Camera has 12x optical and 12x digital zoom to deliver both pan-room and close-up images. The is supported by a base platform with Virtual Meeting Rooms for 10 users and can capture the clinician and patient in a room and zoom in to focus on the exam. It also transmits audio in real-time to allow other Clinical Center staff or students to hear clinician-patient visits remotely.
- Background Information and Objective:
The National Institute of Neurological Disorders and Stroke (NINDS) is part of the National Institutes of Health (NIH) and conducts research into the causes, treatment, and prevention of neurological disorders and stroke. NINDS’ mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The education of clinical researchers is a critical part of the NINDS mission. The NINDS has strong clinical research programs that train fellows to be the future academic and research establishment in neurology. To accomplish this goal, the trainees must have a robust clinical experience to complement their research projects. The clinical experience includes opportunities to attend patient rounds with experts in different neurology subspecialties and to view live demonstrations of techniques used in NINDS’ clinical research. The mobile teleaudiology station will allow the clinical fellows and other trainees to observe and listen remotely as well as to ask questions in real time.

6. Delivery Terms:
The Contractor shall ship the above described equipment in an assembled state within sixty (60) days after receipt of order. Shipping shall be freight on board (F.O.B.) destination, with delivery to the National Institutes of Health, 10 Center Drive, Bldg. 10 CRC, Room 7-5680, Bethesda, MD 20892, between the hours of 8:00am and 5:00pm Eastern Daylight Time, Monday through Friday (except Federal holidays).

- Other Considerations:
The above described equipment, including all components and peripherals, shall be warranted against defects in material and workmanship to be free from material defects under normal use and service for twelve (12) months, which will commence thirty (30) days after delivery and acceptance of the equipment. The Contractor shall provide repairs as necessary during the 12-month warranty period, and will be responsible for all parts, labor, and associated travel costs.
Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B.
