The Systems Neuroscience Imaging Resource (SNIR) of the NIMH Intramural program requires a license for a copy of MicroBrightfield Neurolucida 360 (NL360) software to perform custom analysis of large three-dimensional images from light microscopy imaging of the brain.
The NIMH SNIR supports light microscope image acquisition and analysis by multiple groups of intramural investigators. Image processing and analysis are critical steps in working with the images so that biological information can be extracted and interpreted. The image analysis includes tracing the precise distribution and shape of axons and dendrites of neurons that have been genetically labeled. These experiments are done at several scales, including the fine structure of single neurons to quantitate synaptic spines, and at very large scale to evaluate the projections of groups of neurons from one part of the brain to others. This requires working at single pixel resolution with images that may be more than 2 TB in size. The SNIR currently owns a license for one copy of MicroBrightfield NL360. This license is heavily used so to accommodate the needs of users the intent is to purchase a second copy. A second copy of NL360 instead of a different program from a different vendor is essential so that they can be used interchangeably.
Interested parties may identify in writing their interest and capability in response to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
All responses must be received by closing date and must reference the announcement. Responses may be submitted electronically to the attention of the contract specialist. Fax responses will not be accepted.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
