The NIDA Office of Acquisitions (OA) supports the National Institutes of Health missions for the National Center for Advancing Translational Sciences (NCATS), the National Institute on Aging (NIA), the National Institute on Drug Abuse (NIDA), the National Institute of Mental Health and the National Institute of Neurological Disorders and Stroke (NINDS) through planning, soliciting, negotiating, awarding and administering biomedical and behavioral research and development (R&D) contracts, contracts for direct support of R&D, station support contracts and simplified acquisitions. Finding Contract Opportunities
NIDA OA publicizes and posts all business opportunities on the beta.SAM.gov (formerly the Federal Business Opportunities) website which are expected to exceed the threshold published in FAR 5.101(a)(1).
In addition, NIDA OA posts individual notices of proposed actions with estimated values contained in FAR 5.101(a)(2) on the Bid Board on this website.
All interested parties must contact the Point of Contact (POC) identified under the proposed action to request a copy of the Solicitation or Request for Quote (RFQ), if available. All responsible sources may submit proposals or quotes that will be considered, if received prior to the closing date/time.
We do not maintain a separate Bidders Mailing List to automatically send prospective vendors copies of solicitations. We encourage you to take advantage of other methods to identify business opportunities. We encourage any organization interested in doing business with the Government to register in the System for Award Management (SAM). We do use SBA’s ‘Dynamic Small Business Search” as a primary database to identify small and disadvantaged businesses to fulfill our requirements.

Justifications for Other than Full and Open Competition
Per Federal Acquisition Regulation (FAR) 6.305, agencies must provide public notice on their agency website of any justification for sole source award within 14 days after contract award; except for,
- Sole source awards made under FAR 6.302-2, unusual and compelling urgency, will be posted within 30 days after contract award; and,
- Sole source awards made under FAR 6.302-1(c) for brand name only will be posted with the solicitation.
All postings must remain online for a minimum of 30 days. Please review the website at SAM.gov under special notices for all NIDA OA justifications.
