R13 Purpose and Background
NIDA provides R13 Conference support for investigator-initiated conferences and scientific meetings relevant to NIDA’s mission, priorities and research program areas. NIDA typically funds conference grants up to $10,000; approval of requests for more than $25,000 are rare. Applications should be submitted through the parent Notice of Funding Opportunity (NOFO), PAR-25-080. All instructions in the NOFO and in the SF424 (R&R) Application Guide must be followed.
R13 Letter of Intent and Pre-Submission Approval
Step 1: Prepare and Email Letter of Intent Information.
Permission to submit a R13 application must be requested from the NIDA Receipt and Referral Officer at least 6 weeks in advance of the application due date. You may also contact the NIDA Receipt and Referral Officer if you have questions about the process.
Please send a letter of intent that includes the information listed below. If in the early stages of planning, please include as much information as possible.
- PI Name, Address, Phone, Email, and Institution.
- Proposed Conference Title, Location, and date(s).
- Number of years requested. Please justify the need for multiple years, e.g., the field develops rapidly enough to justify annual meetings or provide different areas of focus in future years.
- Budget Request Estimate. Indicate the total amount you plan to request from NIDA and indicate what items you will be supporting with these funds (e.g., speaker travel/fees, travel stipends for young investigators, equipment/space rental).
- Foreign site involvement. If a foreign site is involved, please provide a justification.
- If there are there other NIH institutes that might be interested, please list them and their potential contributions, if known.
- Description of the meeting format (e.g., plenary sessions, poster sessions, breakout groups, workshops).
- List of anticipated or committed speakers, including institutional affiliation and topic area. Please clearly indicate which speakers are confirmed.

- Description of the target audience and estimated number of attendees.
- An outline of sessions/topics.
- Description of any plans for dissemination of proceedings.
- A statement of how this event is relevant to substance use or addiction research and how you expect it to impact the field.
- The intended receipt date for application submission (i.e., April 12, August 12, or December 12).
Step 2: NIDA Determination of Interest, Permission-to-Submit Letter, and Application Submission.
Typically, NIDA will respond with a decision to accept a primary or secondary assignment with a Permission-to-Submit Letter within 2 weeks of submission of the Letter of Intent. If approved for application submission based on NIDA’s interest, the signed Permission-to-Submit Letter from the NIDA Receipt and Referral Office must be attached to the cover letter of the R13 application as described in section IV of PAR-25-080.
Applications must be submitted electronically through Grants.gov. All instructions in the NOFO and the SF424 (R&R) Application Guide must be followed.
Please note: Agreement to accept an application does not guarantee funding.
R13 Application Due Dates
Per PAR-25-080, the application due dates for the R13 are April 12, August 12, December 12.
