SBIR/STTR Award Budget

In 2022/23, total funding support did not exceed $295,924 for Phase I awards and $1,972,828 for Phase II awards. This amount is subject to change and the most current information can be found on the Small Business Administration (SBA) SBIR website.

NIDA may exceed these total award amounts for grant applications addressing one of the Small Business Administration (SBA)-Approved Waiver Topics. The current list of approved topics for NIDA can be found on within the following PDF link (p 17) NIH Topics for Budget Waivers. If adequate justification is provided and the research focus is within NIDA’s SBA-approved waiver, applicants may request up to $320,000 in total costs with the project period up to 1 year for Phase I, or up to $2.5 million in total costs with the project period up to 3 years for Phase II.

In all cases, applicants should propose a budget that is reasonable and appropriate for completion of the research project. For programmatic, budgetary, or administrative reasons, NIDA may decrease the length of an award and/or the budget, or not fund an application. Applicants are strongly encouraged to contact NIDA SBIR and STTR Program Officers prior to submitting any application.

Funding restrictions. All NIH awards are subject to the terms and conditions, cost principles, and other considerations described in the NIH Grants Policy Statement. In addition to general terms, SBIR/STTR specific principles and allowable costs are described in the NIH Grant Policy Statement, Section 18.5 (see here). Questions regarding SBIR/STTR budgets should be addressed to the grants management contact of the specific funding opportunity.
